Actually, you can use summons near the start of disc 2, shortly after the group reunites and escapes from Alexandria. They crash outside Lindblum and Dagger gets a peridot from Ramuh’s test and from that point on you can get and use summons.

That does look wrong. I remember playing X4 to death and no matter how much I was struggling with a boss and how sick I was of retrying it again and again, I always made sure I looked super fly when entering the boss room.
