I'm a UAE resident, too, but dubai land was planned to be done way earlier than now. Considering that it's been over half-a-decade and that theme park didn't go anywhere (a dome and a roller coaster in that time frame is abysmal construction), I doubt the mall will be built anytime soon.

Nah. Like they had giant plans for a theme park, bigger than any other in the world, that didn't take off due to the costs, especially after the construction of Burj Khalifa.
