The waitress assumed he was homeless because she saw a black man talking to a group of white people. That is the racism. Then she was shitty because of the assumption she made about him, and because it's socially acceptable to treat the homeless in a way we wouldn't treat more affluent people.

Of course there's a perfectly good explanation. Two of them in fact: we make assumptions based on people's race and we also treat the homeless with less compassion or humanity than stray animals.

It's about both. It's about race to assume Bell is homeless. But the way we treat homeless people as if they are either invisible or stray animals to be shooed, is about poverty and class. What Bell experienced was those two lovely societal attitudes intersecting.
