To be fair, we’re changing the world in which we raise them. I saw this bullshit in high school and I’m damn sure teaching my sons about respect and consent.

I feel like it was a thing in the late 90s/early 2000s to install driving lights and turn off your headlights. Of course, it seemed more form than function, which is probably what got the police’s attention.
I’ve had cops tell me a lot of unreasonable things, but this wasn’t one of them.
When I was much younger, I figured that parking lights were meant for cruising through parking lots without blinding people with your headlights. I tried it once and, despite it being a well lit lot, I had a cop roll down his window and tell me to turn my headlights on.
