Ummm...the car with the fastest average speed is by definition the car that wins given that the average speed is measured over the time of the race not the distance you drove.
I don't think the point is the small amount of fuel they consume during the race. It's the technology that these teams develop to increase fuel mileage, which can sometimes be passed on to vehicles on the streets. Like how regenerative braking was.
