I always thought she just looked nerdy, not frumpy, but the distinction is maybe vague. After all, Willow on Buffy did turn out to be a nerd who (post Oz) realized that she was a lesbian.

Maybe in the 70s she looked frumpy.  Nowadays, when we don’t categorize people so narrowly, she’s a lot of different things to a lot of different people.
