I have the same card at 1200mhz and was dipping in fps as well until I clicked off advanced depth of field in the DX11 settings. It's a useless framerate guzzling setting. After turning it off my FPS jumped up by a lot.

Go into the DX11 settings and turn off advanced depth of field. It gives practically zero graphical improvements while eating up your frames. Also, how high did you put MSAA at?

The thing that impresses me more than the visuals in Halo 4 is the fact that it has the most constant frame rate on top of the graphics. Going back to Halo 3 takes getting used to now because it feels clunky at first in comparison.
