I would say that injecting a second chemical into your system could dissolve the foam, but polyurethanes are generally difficult to dissolve. Albeit this is a "we have two minutes to keep you from dying" solution, and would give a lease on life that a soldier would otherwise not have. A duct-tape fix, if you will.
