For reference, I can use the same settings with The Division and get a stable 59.8FPS with no stuttering or drops, V-sync off and GPU utilization between 80 and 100%, but averaging around 85%.

OCing a GTX970 here, and even with the FPS capped at 60 and V-sync off, the game won’t push my GPU past 60% utilization and the framerate jumps all over the place, but never exceeds 52FPS.
