I commuted to and from work by Mt. Bike down that street for years and always went faster then 25mph on my damn bike down that hill.

25 is way to low for that street at the Park section anyway. It's a long four lane straightaway with minimal traffic lights. It is easy as hell to see someone in a crosswalk and stop appropriately.
