From what I’m hearing in discussions, this is because the Steam version uses Steamworks for multiplayer which they can’t use in the Win10 store version. Games that use Steamworks have had similar limitations when releasing on GOG.

They did the same thing with the latest Guilty Gear as well, so it looks like their new plan with games going forward is to exclude English dubs :(
