I agree with your general premise, but in following your logic, could a sole proprietor who hires no employees but runs a shop discriminate for religious reasons? They obviously aren’t discriminating against employees since they have none, but what about customers?

Most of these “lakes” are former quarries that were dug for fill to use elsewhere. They actually can be pretty deep and they are always murky so no worries about seeing more then 5'-10' into the water.
