No, it doesn't "stop" piracy, but it's a move in the right direction as it protects the creators of intellectual property. When you're talking law, you can think of it in terms of totality — rather, the goal is to discourage, dissuade and/or mitigate the risk of theft (piracy).

If they're really releasing an SDK, I don't see why this franchise won't take off like anything Valve has released with Source SDK support (pretty much EVERYTHING).
