True, but without scripting, have you noticed how DUMB they are?
Unless the map editor is significantly updated, we won't see any SP or Co-Op maps - it just lacks the scripting abilities you'd find in a real SDK (like Source SDK).
No, not offline (as far as I know), but what I do, is download a person's map and start a private server. Once you start the private server, go into match settings and set the minimum player count to "1," and you'll be able to play the map ALL BY YOURSELF!

Yeah, the Dunia (or whatever Far Cry 3's engine is) could really become the next "big thing" as far as modding is concerned if a real SDK is ever released. The map editor is easy and fun to use, but with an SDK that would allow for scripting, custom meshes, audio and textures would be HUGE.
What an awesome project. Honestly, I'd rather Ubisoft release a proper SDK for Far Cry 3 - it's just better suited for modern games than the Source engine (I've spent a good 6 months learning and developing L4D2 maps with it).
So far, the map editor tools simply don't support these kinds of modifications. It's a shame, really, because if they allowed you to create your own meshes, import textures and script events, this game would be the next BIG thing as far as the modding community is concerned.
