Thats up to the driver, if they want to be a hazard to drivers going 75 on the highway then so be it. Legal limit meaning the top limit, so 65 in a 65 mph zone. Not 55 in a 75 zone.

Don't hate the drivers for staying within limits the law.

Then you'd hate most 3 lane+ highways. Idk about your state but in Mass and a bunch of others its legal to pass on the right in 3 lane plus highways.
