Lazy police doesn't go to your house 60 times to tell you "don't do that". Lazy police goes once to warn you, and the second time around they drag your ass to jail for at least a night to see if you get the point.

This is a grown up woman, not a child. She has her liberties and rights, which include having a phone and doing what ever she wants with it. Then again, someone had to teach her about the limits of those rights, and she went over the line when she started to interfere with the police and their work.

The police visited Monmae at her home around sixty times to caution her about her excessive calling.

And this week, authorities finally arrested Monmae for interfering with police duties. Obviously, this woman needs help, and I'm not convinced she'll find it in jail.
