Well an argument could be made that fibre-optic cables are as important a piece of infrastructure as highways. I'd say it would be a logical step for the government to roll out a nationwide network of the stuff and then rent it out to ISPs in exchange for them agreeing to the upkeep and maintenance of the network.

Whilst theoretical Capitalism might always be efficient I'd argue that the capitalism widely prevalent today is a fair bit removed from the theoretical and is increasingly inefficient.

If memory serves Bicycle mounted units proved rather useful during both WW1 and WW2. After all they allow a man to travel far faster with a minimal increase in effort over marching, and unlike trucks or horses a bicycle needs neither fuel or food to keep itself going.
