I would disagree on this specific example (though I do agree on general principle with your statement of the overuse of HDR). I do wonder if this is a very skilled photographer doing this, or just someone they have on the MTA's staff.

Fashion models are pretty much human coat-hangers. I don't say that to be mean or racist or chauvinistic or anything.... fashion models I know and have met while running sound for shows have told me this flat out. And they are often treated like non-sentient things as well. Mannequins get more respect, really.

If memory serves it was actually pretty good for its time. An updated version would be pretty good.
