I don't think it's considered part of the vulva. The vulva is the outer female genitals, the labia and clitoris and the actual opening - the vagina is the internal passage. A little bit behind that is the anus. The external skin in between is the perineum.

The perineum is that area also known as the taint.

I'm not talking about a lover, or a friend of long standing. This is when you've recently met the person, or you don't know them very well. Some people are just not crazy about being touched, so you ask. "You OK with hugs?" - and generally, if they are, you don't ask every time.

It's not that unusual for friends, particularly if they're new-ish, to ask if it's OK to hug. Not everybody likes it, and it's less awkward to ask and get a "no" than to do the open-arms thing and get left hanging! XD
