The PoI wiki says you're right. Do they know Samaritan and Northern Lights/The Machine aren't the same thing? If not, there's still a chance for the head-explodey revelation. Maybe Collier will eventually be one of the Numbers.

That'd be crazy. I'm pretty sure Vigilance doesn't know about Samaritan, and the existence of two systems like that would probably make Collier's head explode. :)

You're right about the sheer number of semi-competent members they have. Collier did try to recruit Shaw though- maybe he had better luck with lower-value recruits? At this point it's all speculation, I hope they reveal more backstory eventually.

I'm sure part of that is because it's convenient for the plot. But they also haven't really gotten into the details of Vigilance yet, something that looks like it'll be changing soon.
