Did you really watch the series? Every time Ryuko needed to cut stuff, she uses the flat part of the scissor. The curved part is blunt.
No it doesn't, literally in the first episode against Fukuroda, when she said she has to fight seriously, she flips her blade to strike with the FLAT part, which actually IS the cutting edge. The curved beveled side is dull, it's exactly like a pair of scissors, where the closing edge is the sharp part.
Just that movie though, it was Ghibli's break out work.
