You see drive tires which can be retreads, steering tires have to be umm I was always told virgin so not retreaded. Road debris or a mechanical failure could be a thing, I saw one where a tie rod snapped and cut the tire, either of which was what put that truck in the ditch

Uhh, road debris is a thing. Also, I think these tires are similar to semi-truck tires and I see those blown out all over the road all the time.
