I reckon the 70’s when pretty much everyone except Ferrari ran a Cosworth DFV mated to a Hewland gearbox. Still lots of innovation (ground effects etc) but then it was possibly for smaller teams to be competitive.
Even if you let plenty of engineering freedom, as you described above, there will always be a dominant formula. Like every year in the whole history of F1, there’s always one team that nails it more than the (2-3) others.
