If there is a case to be made with respect to the Mercury Prize that consideration should be given to expanding eligibility to both citizens and permanent residents (or whatever the appropriate category of resident would be) of Britain and Ireland (perhaps with qualifications based on period of residency), okay fine.

I think (I speak subject to correction) that those are basically the same rules as for when it was best foreign language film, but with “foreign language” replaced with “international”. Exactly. They made a cosmetic change to the title of the category, but gave no real thought to what it really meant, or what they wanted it to mean. 

Yes, if the majority of the dialogue is in English, movies from England/the UK are banned from this category. But a UK movie with majority dialogue in Welsh, for example, would be eligible.
