This is not an uncommon thing to do to make sure food stays hot all the way to the table, particularly foods like pasta that lose their heat very quickly. Hell, even when I’m making pasta at my own house the bowls go in a hot oven while the pasta cooks.

There were clear other examples of her being high maintenance and she explicitly said “if it isn’t hot, I’m sending it back.” She got exactly what she asked for in this case.

Did you actually read the story? Because this was a demanding customer whose final words before the server left to put in her order was that the food had better be hot or it would be sent back. It was max 200 degrees while it was inside the friggin’ salamander. It was somewhere below that when it came out. Fajita pans are always that hot or higher (they’re steaming frickin’ water!). It is not unreasonable then to expect a plate, when asked to be “piping” hot, to be somewhere in an unsafe to touch range.
