They should take away the payout regardless. The payout should be going from the rich teams to the poor teams to create a more even playing field... and then get rid of some, just some not all, the regulations regarding how strict the cars must be.

That’s a dumb premise to anyone who has ever looked into ambulance usage though. In general, more people take ambulance when they shouldn’t than when they should have. The people who don’t take ambulances when they should take them aren’t going to stop that dumb behavior because Uber exists.
Not only that, there are a people who call for an ambulance when their child is just run-of-the-mill sick, or they have something minor that they’d probably be better off driving to the ER themselves. They aren’t necessarily forgoing medical care. Being able to call an Uber and have it actually come get you, as opposed to waiting for a taxi that may-or-may-not come, probably encourages people to go to the hospital sooner, when their condition isn’t as acute. The amount of girls at karting events is staggering when you compare it to the amount of women in pro motorsports. They are there, and they’re damn good at it. Then suddenly they struggle to make the transition to full cars for political/financial reasons.

Maybe woman would be more interested if they felt welcomed. Little girls literally said they didn’t think they were allowed to race, so why would they be interested in that?
It happened the same way any mediocre driver continues to get sponsorship: by being very well-connected.
A large part of the issue is that it’s difficult to tell why there is little interest among women and girls. My guess would be that it’s a cultural thing and as a result could be overcome. Biology likely plays a role but for whatever reason it seems to me something that would be fairly small.
