Yes, it is mandated by Regulation 48 from the ECE. And most European countries are part of the ECE. So it’s mandated in quite a number of countries when the car comes equipped with Xenon (or the likes) headlights.

It’s a requirement for any car sold in Europe with HID (Xenon or else) headlights. To be fair it’s actually a regulation from the UN.

It’s actually high-pressure washer. The soap/water mix has enough force to clean it properly.

From experience on the few cars I drove that had headlight washers, you actually had to hold it a bit longer for the washers to come out after the windshield sprayer.
