you're right - its a semantical argument. In general conversation my experience with people is that "all-time" is interpreted as "something like this has never happened before. ever." and not as "this may have happened before, just not since we started writing stuff down".

in the context of the article i interpret science to mean breakthroughs in human understanding. the spacex accomplishments are not fundamentally new concepts in human understanding, rather a different application and use of previously understood launch methods. the chemical rocket is not new. i do agree it is
