I think the issue is fairly simple: Usually, the filmmakers (and/or the studio) don’t respect the source material enough. First two are true (though the reasons and ramifications can be debated), but CA is actually 17th in GDP per capita, and ahead of both those states you mentioned.

If Hollywood is notoriously liberal, much of the filmmaking talent (stars, writers, directors, producers) etc., wouldn’t just run off to states whose policies they disagree with. Some would, sure, but staying in CA and continuing to make films would become an act of political defiance as well as a business decision.

What was outrageous about what he said was that he only said it to deflect away from continued questioning about Russia’s human rights
