I also have an NC vanity plate (the state is not shown in that picture, but the airplane and grass gave it away) ... and no, you don't have to explain your choice. Just go to the NC DMV's website, punch in what you want on your plate, and wait a couple weeks.

I know BlazBlue and King of Fighters have unlock packs that you can purchase if you can't be bothered to actually unlock those characters through normal gameplay. It's real great when you want to host a tournament on the very first day the game comes out.

In a technical and business standpoint, it sort of makes sense. In order to see the character your opponent is using, you actually have to access that data from somewhere. This could be on the game disc, hard drive install, or maybe streamed from somewhere. Maybe it could be a cached download.

I think stashing them on the disc is a bad way to go when it comes to DLC releases. There are always prying eyes out there that are curious about what could be hiding in the disc, and knowing Capcom's track record, those data-miners are always expecting something that could be locked but sold later as DLC.
