Depends on the screening test. Most standard tests look for the antibodies produced in response to the HIV; the .003% false negative rate comes from the fact that the body doesn't start to priduce large numbera of the antibodues until 1-3 months after the co traction of the virus.

False equivalency. I am not in favor of HIV+ folks, IV users, or folks with Hep Bdonating. Discriminating because of LGBT status, though, is not cool.
I think blood banks are always in such need, any increase would be beneficial.
