I think your comment is a good indication of why there’s no need for a mod. The game gives you ability to both select your leaders and purge/enslave your pops. I hate to use the “r word” in a game that has Space Whales, but that’s more realistically how it would happen, along with whatever penalties the game enforces.

The only people you really “see” in Stellaris are the various leaders - Governors, Scientists, Admirals, Generals, etc. - and representatives of different population groups (“pops”). There’s no breeding system like CKII, population growth is based on food production.
