I love the idea of this, but... what’s the basis for the commonly found 28 mph speed limit on electric scooters and bicycles? There are precious few roads outside of dense urban centers with a speed limit that low; bumping it to 35 would massively increase the number of roads it could be ridden on.

I had a 1988 VW Golf base model. Even though it was a manual, VW replaced the tach with a clock just to remind me I’m too broke for a car with options. It also had no power steering nor a right-hand mirror.
