I don't think the owner of the recalled car has to pay anything. Future buyers of GM cars will end up paying for the recall mess in the form of slightly more expensive cars, so that the company can continue to make money. I believe that's what he's talking about.

As far as I'm concerned, this is awful news. Twitch was meant to be the fall-back plan in case the copyright problems of Youtube (or other things) gets too excessive. Buying up your competitors is never a good thing. I can't agree with laws preventing that, but I think it's a terrible thing to happen nonetheless.
