Nope. My kid isn't even two (and she's small for her age), and her feet reach for kicking. I won't get into a whole defense-of-parents-trying-their-hardest thing; this is just FYI. Kids that age have no impulse control and often do things they know are wrong, regardless of the consequences.

It's not a movie, but she was in the WB show Gilmore Girls, a main supporting role, and she was incredible. There was never one mention of her size because it wasn't relevant to the character. Also, GG rules! :)
