Aside from that, police officers have in the past stopped, detained or arrested people who were not, as it turned out, actually breaking any laws, because sometimes that happens.

Exactly! Just look at those officers in the Eric Garner case! Officers always follow protocol! Just trust them! Ok, maybe they used a banned chokehold on him in public. Garner should have just listened. I am sure once they were in privacy in a police wagon or holding cell, they would have followed protocol.
