The time when I'd feel it appropriate to ask to touch a Black woman's hair: during a conversation specifically about how her hair feels (for instance, when she says she loves/hates how a product makes her hair feel) with someone I know, because Black women are not a petting zoo for white people.

The problem is, "white" is almost used as an identifier in any conversion that isn't about race. Using "Black" as a primary identifier further entrenched the idea of white being the norm and anything not white being "other".

If Black women don't accept microaggressions (and macroaggressions) quietly, they're the Angry Black Woman. If they do, they're a curiosity/fetish object/toy for white people. Being a Black woman is damned if you do and putting at risk of violence, exclusion and ostracism if you don't.
