I think you're missing the point. Shooting at that clip will not mean the player regresses toward 15, it means his PER will continue to ascend past the arbitrary "average player" value.
Ask yourself that question next time Kobe takes a turnaround, fadeaway 20-footer with 17 seconds left on the shot clock.
No. The principle of conflating higher shooting volume with shooting value is the problem. It's not about the extreme, it's about how to achieve a marginally higher PER. Shoot more. That's it.
No. If you hit the minimum threshold and take 100% of your team's shots, you should lead the league in PER. That does not indicate player value accurately.

That's because Anthony Davis also is awesome at other things that PER measures. Just because it's right about Davis doesn't mean it's right all the time. Every advanced stat has Davis as one of the best, if not the best, player in the league right now.
PER does not matter. Here's how it works: So long as a player shoots better than 33% 2PT and 25% 3PT, his PER goes up. You could have a guy leading the league in PER with a PPS of 0.66, which would be the worst in the league by a country mile. It is a terrible statistic. Volume scoring does not matter. Stop using it.
