Not necessarily. Here's the story of a Stanford Phd. Student who lost her scholarship because she was put on said list, and not given a reason why. She has been fighting this in the courts for almost 10 years. Turns out it was a massive FBI screw-up. And they did a good job trying to keep witnesses away, too.
Whatever... my 3 year old does all that and much much more during regular temper tantrums.
