I’m guessing that section C is the technical description of how much “hybrid input” a vehicle must be capable of.... and for how long.

FCA had a the ‘Two-mode’ hybrid transmission in the past. I presume they still have the tech... all they need to do is apply the same tech to their current truck transmissions. I’m sure they could do it if they choose to.
