This is a civil matter, imo. Civil suits are mainly concerned with the totality of the loss. Unless punitive damages are the primary purpose of the case, severity and intent are not that important. Jailing the executive and having a criminal trial only increases the cost to the public.

These consumptive activities are crowding out car purchases, and manufacturers are responding with loose credit. They were doing the exact same thing before the global credit crisis.
