It will - skin, including scalp skin, sloughs its outer layers over time. Basically, without help, she’ll gradually end up with a weird sorta cap of dead skin, glue, and hair. A good barber with a straight razor would be able to remove it. That said, she’s probably looking at some real damage to her scalp.
