In my experience (wife is a teacher) the kids are allowed to have phones on them, but are not supposed to have them out during class. I’m sure that varies by district. I’d guess kids are trying to hide phones in their laps and such while they play.
I haven’t been in high school for almost 20 years now but... are phones really just allowed in class? That seems anathema to the idea of focused group learning.
