I did my fair share of dumb shit when I was a kid(Blowing crap up/stealing crap from Wal-Mart) but I was generally pretty good about avoiding things that could really injure others. If this happened to me on my bike the kid def wouldnt have gotten off so easy.

It depends on the state but yes it is generally registered as a motorcycle. There is no possible way it could meet the safety/emissions ratings for cars.
