This. Modern OEM wheels can be quite heavy, but also can be light depending on the process used. A set of 17x8” wheels from a 2010 A4 weigh upwards of 30lbs (I’ve weighted a set myself recently), whereas a set of Flow-formed Konig wheels in 17x8" weigh 17lbs. Same dimensions and offset, VERY different weights.

If they’re a certain size it doesn’t matter. Hence the owner buying a TSA approved carry-on bag for the dog. If the dog was too big the booking agents and TSA wouldn’t have let it on the plane.

The cargo hold isn’t a whole lot better. Also many planes don’t have climate controlled or pressurized cargo holds. And a pet in a cargo hold flying at this time of year is very risky due to low temperatures.
