I'm guessing the reason why they don't go the "unlocking your phone will void your warranty and you are not entitled to support" route is it still won't stop people from calling and tying up their support lines.

I thought about the speed, also. But seeing that it may be used to pummel targets from a large distance, wouldn't it be possible to set up some sort of "magnetic shield"? You only need to skew the trajectory enough to have the projectile miss the target and hit a civilian one instead.
