@jamjen: Yes, winds out of the northeast would have dropped some fallout on the Bay Area. But I assumed the winds were blowing from the west, as they do almost every day.

Regarding the Mark IV at Fairfield-Suisun - I can't figure out how the author calculated a possible six-figure "immediate death toll."
