The “incentive” is that the UBI would be a flat amount indexed to how much the “poor” pay in gas tax, and that any individual action to reduce gasoline usage would be money in the pocket.

The idea is pricing in the negative externalities of gasoline consumption into the pump price. The UBI would make those who need a vehicle to get to/from work whole, without continuing to subsidize fossil fuel use for the rest of the country.
