It’s the tonneau cover release handle for manual roofs. When you want to put the roof back up, you pull that handle, [it’s specifically located on the driver’s side] the tonneau cover pops up, you pull it back out of the way, then pull the roof out from the storage.

This prob has a manual top given it is the lesser 318i. I beleive that handle is to release the hard trim part around the base of the top so you can raise or stowthe top. You will notice the handle appears from the inside to be upside down but if you where reaching in to release it then it would be the right
