Actually, Amtrak and other public agencies (CDOT in CT for example) do own the right of way in the NE Corridor. It is one of the few places in the US where Amtrak owns the right of way. In most of country, Amtrak does operate on right of way owned by freight railroads.

Highways between cities, for transporting goods and people are good. Highways through a city are dumb terrible things.

270 & 76 would be a logical re-route of the semi & interstate traffic. Improvements to those highways while eliminating the worst/shitty/crumbly portion of I-70 makes a LOT more sense, IMO (the blue/purple section in the link below). Instead the plan (per the same link) is going to be a shit show.
